The carboxyl group is partially negative due to the eneven distribution of electrons between the hydrogen and oxygen atons.
As oxygen is more electronegative than hydrogen, when they bond covalently, the electrons tend to be closer to the oxygen, making it more negative.

The hydrocarbon chain is not polar due to the relatively small difference in their electronegativity

Polar substances dissolve in polar solvents and vice versa

SInce Fatty acids are polar in nature the solubility of it decreases in non polar solvents like benzene
