All transition elements occupy block D in modern periodic table. And all d block elements, are the ones whose last electron enters into d orbital. So all transition elements have completely or incompletely filled d orbital. Oxidation state is tendency of element to accept or lose its electron from the valence shell.

Now whenever photon or light strikes on the transition element, the electron excites to higher energy level that is unfilled orbital of d sub shell. This excitation of electrons release a frequency which lies in visible spectrum. And this accounts for the colour of that particular metal.
