Lets look at the both reaction separately

NO+O----> NO2

There are following type of orientation in this reaction:

O side of NO and O

and N side of NO and O

So there are two types of orientations .

Lets look at following reaction

H + Cl------> HCL

This is simple reaction in which only one type of a interaction there.

Does not matter which atom interacts or collide on other.

So second reaction is least important in orientation.

As we know kinetic energy increses as we incrase the temperature. Due to this collision will increase. The reacion occur only if there is collision between reactant. Increase temperature increaseing rate of collision which ultimately incrases the rate of the reaction . Collision depends on the kinetics of the molecules and so kinetic molecular theory is so important.
