For intermolecular hydrogen bonding to take place, the most important requirement is that hydrogen atom must be bonded to an electronegative atom. In our case phosphorous is least electronegative, in other cases hydrogen is bonded to highly electronegative atoms like fluorene, oxygen and nitrogen, hence hydrogen bonding is quite prominent in these cases. Only PH3 has phosphorous hydrogen bond which is the least polar bond among the options hence (c) PH3 is the right answer.
