A.) No, system was not on equilibrium because concentration was not same ( initial concentrations is not equal to final concentrations).
B.) If the system was on equilibrium then there is no change on concentration beacuse at equilibrium forward rate of reaction is equal to backward rate means rate of disappearance of reactant is equal to rate of appearance of product.
