if all the solid dissolves when the initial solution is prepared then we can say that solution is either saturated or unsaturated.
Because we do not know still that solution can dissolve (hold) some more solid on addition. Solubility is calculated and expressed at STP since solubility varies with temperature also.
It is better to add some more solid then observe whether it dissolves or not. If dissolves then the original (without adding more solid) solution is said to be unsaturated. If solid does not dissolves and precipitates to bottom then the original solution is said to be saturated.
