The correct answer is

(b) the mRNA transcripts degradation is being inhibited.

There are at least four different processes that take place mRNA synthesys/degradation, mRNA translation (protein synthesis)/degradation. If transcripts degradation is inhibited, the pool of already synthesized mRNA might however be efficiently translated and/or protein stability can increase. As a result, protein product accumulation level might remain stable or even increase, whereas the levels of mRNA decreases and therefore it doesn't coincides.
