A promoter is a sequence on DNA where RNA polymerase binds to initiate the transcription of downstream genes.

If the protein is found only in the seed of the plant, then it means it is having a non constitutive expression. It is tissue specific type promoter because it is found specifically in seeds.

If the protein is expressing in all the tissues, then it is a constitutive promoter. It is a promoter for general expression because it is found in all the tissues and its expression is required in all of those tissues.
