A hairpin structure is formed due to internal nase paring between nitrogenous bases. It is mainly seen in RNA molcules.

So, now you have to carefully observe which molecules can show internal pairing between bases.

In all the three options, no strand can show internal pairing and therefore no hairpin structure will be formed.
