Because every pathway contains many reactions so , every step can't be controlled because if you want to control it will demand for many protein synthesis and thus expenses of ATP.

That's why, in a pathway few steps are regulated thus cells need to expense less energy but the regulation is also efficient.

2)because catbohydrate contains hydroxyl group and which can be used as for phosphorylation and various reactions.becuae it can be used for esterification reactions and PHOSPHORYLATION reaction.
