Because if we see amphibian metamorphosis, larva has external gills while adult carry out pulmonary respiration. So metamorphosis allows frog to become true land dwellers. This is a transformation from water(gills) to land(lung).

Development of cuticle is an adaptation of plants which lies mostly in the water. Only leaves are out of the water. And both hard shell egg as well as soft shell egg can not be considered in this perspective. As humans lay soft shell egg but are true land dwellwers.
