Mitotic cell division occurs to grow much faster and replace old cell and form new cells. Many cells grow initially at faster rate but after some time get arrested at maturity as we see in plants. So at elder or old age of life , some cells are not capable of dividing and hence rate of mitotic cell division becomes slow.

At initial stage of life like new born animal have highest rate of mitotic cell division for growth.All cells in a new born is capable of dividing.

Hence answer is option "e".
