Because high concentration of Carbon dioxide affect :- stomatal conductance ,stomatal density response ,regulating guard cell movement.

According to "Blackman's Law of limiting factor :- carbon dioxide concentration act as a limiting factor for photosynthesis.

As, Carbon dioxide concentration increases rate of photosynthesis increases but,upto a limit,after this increase Carbon dioxide concentration cause decrease in rate of photosynthesis due to stomatal closer. Eg:-As cobron dioxide concentration increase from 0.03% upto 0.05%.Ater 0.05% concentration of Carbon dioxide stomatal conductance reducese and stomata closes.So, photosynthesis stops ,their for ATP synthesis also decreases.
