the main aim of the positive control is to ensure about the material you have added in the reaction is working fine and there is no problem with all the materials.

in your positive control if you got the band means all components are working perfectly and the DNA sequence you want to amplify is present in the reaction.

but in the experimental tube if you did not get any band that means your DNA sample does not contain the sequence to which primers will bind and amplify.
