How does the cellular, ciliated epidermis of most turbellarians contrast with the syncytial tegument (or neodermis) of adult organisms within the other three Platyhelminthes classes? Does the presence of a neodermis provide evidence that monogenea, trematoda, and cestoda form a clade within Platyhelminthes? Why?

This question is about phylogenetic relationships. The differences between these two epidermis is that turbelarrians have a lot of projections in their surface, this is a support for moving in the environment, but in the other hand, the neodermis lost the cilia and developed a surface more efficient for nutrient absortion, which actually helps them for their parasitic function.

Along with many other shared traits, yes, the neodermis presence is one of many traits that support these three groups in Platyhelminthes as a monophylic clade. Remember that the sharing of traits that are considered homologies are always support for being part of a same clade
