Ans- in hyperpolarized state the cell possess more Cl ion along with Ca2+ ions and these Ca2+ and Na+ ions are responsible for the production of EPSP while in resting membrane potential the more Na+ ions are outside of cells and more K+ ions are inside the cells which is not favorable for the EPSP.

Ans-B the non specific cation channel will allow the influx of positively charged ion into the cell. During rest potential only K+ ion channel are activated so it will only allow the inflow of the K+ ions.
