to restrict or to stop plant growth people remove the apical bud of their plants, this reduces the source of auxin(auxins are formed in apical meristem or fast growing cell) hormone which play important role in cell division and elongation. insteade of removing apical bud it might possible to get the same result by adding a hormone like ethylene.(Excess ethylene(also native plant hormone) can inhibit elongation growth, cause leaves to fall (abscission), and even kill the plant.)
