Urinary bladder infection also known as cystitis generally occurs due the bacteria E. Coli, lot of time these bacteria from gastrointestinal tract spreads to anal and then urinary tract to make their way to bladder where they multiply and symptoms occurs and if they are left untreated then they spread upwards to the kidneys and cause infection thatswhy generally first infection occur at bladder then spreads to kidney. This is the reason why bladder infection is more common bladder than kidney.
