The cell of the bacteria that contains the F+ cells which contains the plasmid known as the F factor which includes the gene known as the sex pilus gene
Whereas the F- does not contain the F factor so they can be able to receive the F factor from the DNA of the cell.
And on the other hand the F+ contains the F factor which is present as in the form of the circular plasmid and they are seperate from the chromosome and the Hfr also contains the F factor which is present in the integrated form in the chromosome.
