Option C is the correct answer. According to Wobble hypothesis the minimum requirement to recognize all possible codons is 32. (31 for amino acids and one for stop codon). The 5'end of anticodon have flexible binding partners. For example if third nucleotide of codon is A, then it can base pair with U or I (inosine). In the same way G can base pair with either C or U. Due to this flexibility fewer types of codons encodes all the amino acids.

The 3' end of codon is not flexible rather the 5' end of anticodon is flexible and thus the binding of anticodon sequence to the 3'end of the codon is not flexible.
