Differentiation refers to the process by which different types of cells arise (development of specialized types of cells).

Determination refers to the process where a cell commits to its specialized final fate (to become a particular cell type) or the process of establishment of cellular identity.

Determination precedes diferentiation because once the cell type is determined than the process of differentiation is completed by the expression of cell-type or tissue specific proteins. The state of this specialization is accomplished by the process of differentiation. Therefore, determination is deemed to precede differentiation.
