Humans have 23 pair of chromosomes out of which the 23rd pair determines the sex of the the offspring. If the 23rd chromosome is XX then the gender is female and if if it is XY then it's male.
Reasons for disorder :
The hormone level is what that influence the formation of particular reproductive organs in the body.
A female with more testosterone production result it in a small male reproductive organ and if there is low or no testosterone level in the boy then it will result in an abnormal nale reproductive organ which looks like a female clitoris.
