Rate of flow in blood vessels depends on blood viscosity, vessel length and vessel diameter. If the viscosity of blood is increased then resistance to blood flow increases and this results in a decreased rate of blood flow. If the blood vessel length is increased, resistance to blood flow is increased and this leads to decreased rate of blood flow. If the blood vessel diameter is increased, resistance to blood flow decreases and this leads to increased rate of blood flow. Therefore in order to increase the rate of blood flow, blood vessel length should be decreased and blood vessel diameter should be increased. So, the correct option is option C, decreasing the length and increasing the diameter of the blood vessels.
