I would say to them, if I were guided by the precautionary principle to follow these steps
1. Used of water should be done in order to fight against wire.
2. Vaporizing Liquids, Inert gases like carbon-dioxide, nitrogen are used as fire-extinguisher in case of any fire causality. 
3. Use of fire should be done wisely.
4. Used of Fixed Fire Fighting Systems as a precaution against fire.
5. There should be proper risk management action plan against any causality 
 
If I were guided by risk-to-benefit analysis, then I would say: 
1. Identification of actual hazards associated with fire.
2. Select the plan of action according to the level of risk 
3. Using of right procedure that will rise the firefighters safety.

4. Have a closed look on monitoring. Review the conditions and make the plan according to the situation so as to lessen the level of risk
