If we consider different steps of origin of life we can surely say that evolution has occured for origin of life.
When Earth has cooled down after its origin from sun, there was only free atoms like carbon, nitrogen. Then these atoms combine with each other and form simple molecules like CH3, HCN, CO2, NH3 etc. Our environment was there free of oxygen and thus that environment is called reducing environment. Then simple organic molecules are formed such as amino acids, simple sugars, glycerol, nucleotides, fatty acids etc. Polymerization of these simple organic molecules lead to production of complex organic biopolymers such as polypeptides, nucleic acids, fats, carbohydrates etc. Then gradually these polymers became enclosed in a membranous sac in the prebiotic soup and this structures are called Coaservates. After that eobionts or proto cells are formed due to accumulation of nucleoproteins and other chemical compounds in a membrane enclosed structure. They acquire the capability of self reproduction which is the basis of all life forms. In due course of time prokaryotic cells have originated including cyanobacteria which first through photosynthesis produce oxygen and reducing environment turns into oxidizing environment. Eukaryotic cells then developed and the life explore in the earth.
So there is certainly a chemical evolution followed by biological evolution which made it possible to origin of life on earth.
