It will tell that the reaction labeled plant, contains DNA to be amplified as well as other required things like specific primers and Taq polymerase. The reaction is not a negative control (doesnot contains DNA to be amplified but all other components of PCR) but either a test or a postive control (contains known DNA with all other required components). It also indicates that the experiment is working properly.
