If an organism is described as 2n= 28, then it has 14 pairs of chromosomes (n= 14). At the end of mitosis cell division, the two daughter cells have the same number of chromosome number of the original cell. Therefore, each mitotic cell has 28 chromosomes during telophase.

At the end of meiosis II, in each meiotic cell, the chromosome numbers become the half number of the original number of chromosomes, i.e. n= 14. Therefore, each meiotic cell during telophase 2 has 14 chromosomes.
