Explanation- This is because the quaternary structure of protein needs a folding of 2 or more polypeptides known as the subunits, in a particular conformation. Whereas even a single polypeptide chain can act as a functional protein which does not have a quaternary structure.

A protein needs to acquire it's 3D form to be functional. This happens when the protein takes up a tertiary structure. Thus, all the proteins must reach their TERTIARY STRUCTURE before they are able to function.
