High CpG containing promotor are the promotors which contain high CpG dinucleotides. These are methylated and have high GC pairs and alsi termed as CpG islands. And low CpG containing promotors have low CpG dinucleotidin. High CpG containing promotors are present in regulatory genes because methylation supress the activity hence not found commonly in house keeping genes.

Cis Regulatory Elements are the sites which controls the expression of neighbouring genes by acting with trancrtranscr factors. These are expressed in pleotropic gene expression. These activates the genes by binding with transcription factor and may act as enhancers and are activated in genes which are required to express when needed.
