The statement is FALSE.

First of all AIRE ( Autoimmune Regulator) is expressed in Medulla of thymus (inner part) not the cortex.

The AIRE protein is encoded by AIRE gene eliminates the self reactive T-cell that can cause autoimmunity as they can react with the antigen produced in the body (Self-antigen).

Through action of AIRE, medullary thymic epithelial cells express major proteins from elsewhere in the body and T cells react to those and eliminated by apoptosis (cell death). So there is negative selection of self-recognizing T-cells.
