Birth control is an effective way to reduce the changes of pregnancy. However, if the birth control measures like the contraceptives, other intrauterine devices and surgical measures can be efficient only when used and implemented in the right manner. The choice depends upon the individuals and they should be alert and aware about the usage and the correct way to do so. If the user is unable to do so because of errors in judgement or inabilit to follow instructions, they reduced the efficacy of the birth control measure and render it far less useful.

Hence, the statement is True.
