What biological hazards pose the largest threat for use in bioterroism? How do we control or prevent this?

Samples of virus,fharmful bacteria,bacterial spores,ungi or biological toxins which exist either in their natural form or man made modified form and can harm living organims mainly humans pose the largest threat for use in bioterrorism.One such very known biological hazard is anthrax from Bacillus anthracis.This could be controlled and prevented by enforcement of laws that restrict the use of such biological hazards,decontaminating hazardous materials/ units and setting up of emergency medical units or specialized units that can respond to the bioterrorism events at once when they arise.
