How could a bacteriophage with a non-functional capsid gene still increase in number?

answer - although the question is confusing because you have not mentioned the gene name which is non function capsid is not formed by just one protein , it involve several essential protein which has rolein the capsid assembly and this capsid is giving protection to the genome help in the attachment and entry of the virion in the host, the as you said that still the number is increase so let me tell you the no can increase if the virus is in the host  because the genome contain all other protein coding  which are neccesary for new virus formation so new virus can form and virus uses the host machinery for their protein or virus components formation and then assembly of the virus occur in the host cell itself.
