The rate of triacylglycerol biosynthesis is indeed known to be altered by the action various enzymes like insulin which promotes the conversion of carbohydrate into triacylglycerols. It is with the aid of the insulin signalling mechanisms where  in adipose tissue gets to stimulate hydrolysis of circulating triacylglycerol, uptake of the released fatty acids and then they are converted to triglycerols. Therefore, people who indeed suffer with some severe diabetes mellitus, due to failure of insulin secretion are indeed not only are unable to use glucose properly but they also severley fail to synthesize fatty acids from carbohydrates on the whole.
