NOAEL is the No Observed Adverse Effect Level. If adverse effects are are observed at all dose levels tested, then the lowest dose tested is used to calculate the RfD. It is the highest experimental point that is without adverse effect.

The LOAEL is the Lowest Observed Adverse Effect Level is the lowest concentration or amount of a substance found by experiment or observation that causes an adverse alteration morphology, function, etc of a target organism.

In the table lowest tested concentration is 10 and the and the mortality rate is 10%.

The highest tested concentration is 1000 and the mortality is 100%

There is no concentration at which the target organism showed no adverse effect.
