A fixed allele is the only variant that exists for that gene in all the population. In other words a fixed allele is homozygous for all members of the population.

Two alleles are inherited by offspring, one from each parent and hence there will be two alleles which may neither be dominant nor recessive. In few cases there is one dominant and other recessive, while at times there is co-dominance while phenotype is expressed.
