1) if the frameshift mutation is found in the DNA gene, then there will be not found any effect on transcription of this gene. Because it will not hinder the RNA polymerase to bind to the promoter. Hence there is found proper synthesis of mRNA from this gene. There is found frame shift nucleotides in the mRNA.
It means it will affect the the protein synthesis in the translation because it will change the whole nucleotide sequence in the mRNA.

2) The rate of translation is reduced, when there is found poly A polymerase enzyme is in defective form. Because poly A polymerase adds adenyl tail on mRNA. There is not found the initiation of translation. Because binding of cap and tail in presence of eukaryotic translation factor is an important wlevent in this case. That's why there is found less rate of protein synthesis as compared to the wild-type cell.
