Cross-reactivity occurs when a ligand binds to a structurally different receptor. Although the speicificity between a ligand and its receptor is highly specific, minute structural differences in the makeup of the receptor can make the ligand bind non-specifically.

An example of cross-reactivity is the structurally different receptor types for thyroid hormone on liver and muscle tissue can cause thyroid hormone to bind to either of them. So, option (b) is correct.
