What might be different at a site like Mason Park if water from a source other than re-claimed water were used to fill it?

Backstory: Reclaimed water is advanced secondarily treated sewage and has lots of nitrate and Orthophosphate in it.

It is so eutrophic that oc park system has to put atmospheric oxygen in water to prevent things from dying in pond.

Would would be that if it were not the case?

The reclaimed water that is a still rich in nutrients like nitrate and orthophosphate even after it was subjected to advanced secondary sewage treatment. These are the nutrients promotes algal growth and fastens the eutrophication process many folds than the water with out these nutrients. Hence the management had to supply oxygen to the pond to control increasing BOD levels. If this is not the case, it would be easy to maintain pure water in the pond with out eutrophication and  from could be prevented dying totally.
