Dna looping as a mechanism of enhancer action can be explained by following-

Enhancers are the DNA sequences which are required for activating the gene transcription within the cell. Every cell needs to produce desired proteins after all to function important mechanisms. Enhancer action properly when they come in contact with specific promoter bound transcriptional factors that are very necessary to interact with. Dna looping just helps these factors to be came in close proximity with enhancers so that gene transcription could be carried out properly. Hence , looping of Dna increases the action of enhancer more than they normally do in a cell.
