the nucleation proteins help to start the polymerisation of the actin, while the monomer binding proteins also facilitate actin polymerization. the capping proteins provide ends from which actin can be polymerised or depolymerized.

In case of crosslinking oproteins , they crosslink the already formed actin filaments to form new structures. They do not polymerize or depolymerize the existing filaments.

the answer is a crosslinking protein( option 3) is the one that does not affect actin polymerization or depolymerization.
