According to the question the most populations are regulated by single factor that remains fairly consistent over time is considered to be TRUE.

EXPLANATION:
Population is name given for group of individuals of same species living in same geographic area.Every individual go through three phases that are GROWTH , STABILITY , DECLINE in their life cycle, in each stage competition occurs between same species . The competition for available resources will regulate the growth.

ENVIRONMENT can be considered as ultimate cause of population regulation under physical and biological environment classes. Physical may include food, shelter , space , habitat, migration etc. Biological include tendency of natural selection and other phenomenons.
Although natural population not controlled by only one factor but most populations combination control rely on ENVIRONMENT.
