Vaccines are not effective against malaria because the malarial parasite ( plasmodium ) continuously changes , so our body can't eliminate the plasmodium because our body can't develop immunity towards the malarial parasite
In the similar way the female mosquito which is responsible for transmission of malarial parasite also develops resistance to the insecticides due to prolonged exposure to the insecticide by the mosquito
So these are the biological factors that prevents complete eradication of malaria from the world
