Yes, the quiescent period is the relaxation time when all the 4 chambers of the heart are relaxed at the same time. The period of relaxation starts from the end of T wave till the starting of the next P wave.

During this period the valves of all 4 chambers of the heart are closed and the myocardium muscular layer wall of the heart relaxes. The time duration of total heart relaxation is 0.4 seconds and this period is also called the quiescent phase or quiescent period.
