This statement is false because all mutations are not harmful for the protein. Protein is made of long chain of aminoacids and if there is a mutation that changes one of the aminoacids, it is highly unlikely that this changed amino acid will affect the function of the protein so not all mutations are harmful for the protein. It depend which type of mutation is occuring and at which location.
