When the complex I of electron transport chain in mitochondria is completely inhibited , cells can make ATP.Complex I only uses NADH and after the inhibition of complex I , the use of NADH will stop but other molecules like FADH2 will enter the electron transport chain as they directly enter in complex II and they have nothing to do with complex I.So , less ATP will be formed but still some amount of ATP will be formed even if complex I is completely inhibited.
