When hemoglobin is 75% saturated with oxygen , the partial pressure of oxygen is 40 mm Hg which is the partial pressure of deoxygenated blood oxygen.

When Hemoglobin is 98.5% saturated with oxygen , then partial pressure of oxygen is approximately 96mm Hg which is the partial pressure of highly oxygenated blood oxygen.

Even deoxygenated blood contains some amount of oxygen , so there is no situation when hemoglobin does not contain oxygen.

So , option a is correct.
