When I stabilized the scapula of my partner and ask him to perform overhead movement of shoulder the range was reduced.

The human upper limb is evolved to to help up in grasping and gripping activities.

These require overhead abduction and extension of the shoulder at glenohumeral joint. For performing the overhead abduction and extension of shoulder muscles work torto the scapula that helps elevate the arm. By stabilizing the scapula the rotation of scapula will be restricted which will result in reduced range of motion of shoulder joint.
