The ability of the tissue to respond to electricity wears off over time because:

• There may be extensive damage to the nervous tissue present in that locus of electrical stimulus. Greater damage of nerve cells may hamper conduction of electrical impulses to the CNS, consequently no response is observed.

• There may be 'sensory adaptation' if electric stimulus is weak enough to not cause any damage. Evidently, there wouldwould be gradual decrease in response to a constant weak stimulus of electricity.
