The excitability of the neuron will be increased.

Explanation: Sodium-Potassium pump in the neurons is responsible for bringing the membrane potential from hyperpolarized state to resting potential by actively pumping 3 Na+ out of the cell and 2 K+ into the cell.

If the poison blocks this pump, then the potassium gradient created by the pump will be reduced and hence less K+ diffuses out of the cell, as a result potassium will tend to remain inside the cell causing the membrane to be less negative more excitable.
